Yes. Any car on the site can be delivered to your hotel or another address in Sharm El Sheikh; the delivery fee is shown on each car's page. You can also collect the car yourself where its page says.
No. Sending a request is free and nothing is paid online. You pay the rental company directly; payment details, including the deposit, are agreed with the company that confirms your request.
